Kevin Kramer is the Director of Economic Development for the Village of Hoffman Estates, Illinois in the northwest suburbs of Chicago. While in Hoffman Estates he coordinates the business retention and expansion program, reviews and analyzes incentive proposals, including, most recently, sales tax rebates, entertainment tax rebates, automobile transfer tax rebates, and property tax reduction programs, manages all 5 of the Village’s Tax Increment Finance (TIF) districts, designs and coordinates all business attraction efforts for retail, office, mixed-use and industrial, acts as a liaison to the business community and provides assistance to businesses desiring to locate or expand in Hoffman Estates, administers for the Enterprise Zone within the Village, founded the public-private partnership, Next Level Northwest business accelerator, with 4 other local communities to promote small business growth, and participates in and sponsors the Golden Corridor Advanced Manufacturing Partnership non-profit organization to promote manufacturing workforce development in the local high schools and community college.
He’s worked in this position since 2013 after working as a planner and economic developer for Barrington, IL where he managed the downtown TIF, administered the facade improvement grants, and researched and wrote the Bicycle and Pedestrian Transportation Plan. He graduated from the University of Illinois with a degree in Urban and Regional Planning in 2009 – ILL…
He serves on several committees including the International Council of Shopping Center’s Illinois State Committee and the Next Generation Leadership Network, the International Economic Development Council’s Young Professionals Advisory Committee, the Chicago Metropolitan Agency for Planning’s Economic Development Committee, the Hoffman Estates Chamber of Commerce and Industry Board and the Young Professionals group for the Illinois Economic Development Association. Kevin has earned his Certified Economic Developer status.

What specific topics do you like to address in your presentations?
I’m happy to address any topic from public-private partnerships, real estate development or marketing a municipality to urban planning and redevelopment, incentives, market views from the suburbs or all things economic development at the municipal or regional levels.
