About the Panelists

Jewell Walton is Deputy Chief of Rental Assistance Demonstration (RAD) Programming at the Chicago Housing Authority and directs the administrative and programmatic implementation of the RAD program. She has nearly 20 years of experience in real estate and development advisory services, specializing in public finance and affordable housing.

Since her arrival at CHA in 2014, Ms. Walton has overseen the Authority’s RAD portfolio award of more than 10,000 units to a RAD Project-Based Voucher (PBV) funding platform – the largest such award of any Public Housing Authority in the nation. She has overseen the successful conversion of more than 5,000 units to RAD PBV funding and has leveraged more than $400 million in total public and private sources to preserve and build new affordable housing across the city of Chicago.

Vicky Arroyo, EVP of CRE Chicago Market joined BankFinancial June 2019 to manage and increase the Commercial Real Estate Lending activity in the Chicagoland market for the Bank. She has over 25 years of experience in commercial real estate lending and community development lending, specializing in Construction loans, Term facilities, Low Income Housing Tax Credit financing, New Market Tax Credit Structures. Prior to joining BankFinancial, she was held Senior Positions as the President of MB Financials’ Community Development Corporation and as a Regional Sales Manager of Commercial Real Estate and Community Development Lending, City Region Team for BMO Harris, NA.

Through the Bank, Vicky is a member of the MBA CREF, NMHC, CAA and REIA. Vicky currently serves on the Board of Neighborhood Housings Services of Chicago, as Vice Chair and The Resurrection Project as Board Chair. She previously served on the board of ACCION Chicago, Gads Hill, committees for Women’s Business Development Center and Illinois Bankers Assoc.

Robert Bollhoffer is a Managing Principal and Director of Acquisitions at 29th Street Capital. He oversees all members of the acquisition team, as well as both the construction and asset management teams.

Prior to this position at 29th Street Capital, Robb spent 8 years as a Managing Director at Strategic Capital Partners (“SCP”), a privately held real estate investment management company with assets of over $1 billion. At SCP, his focus was multifamily, student, and senior housing properties. Prior to joining SCP, Robb was a former Acquisition Manager at Trizec Properties Office Trust, one of the nation’s largest public office REIT’s before being acquired by Blackstone for $10B.

Mr. Bollhoffer obtained a Master’s degree in Business Administration with a concentration in Real Estate from DePaul (Kellstadt) University where he graduated with honors. He obtained his Bachelor’s degree in Business Administration with concentrations in real estate and urban land economics from the University of Wisconsin – Madison where he also was a member of the Rowing Team. He is currently a board member of the James A. Graaskamp Center for Real Estate.

As Senior Vice President of Habitat Affordable Group, Charlton Hamer provides leadership and oversight for all affordable housing clients. Habitat’s affordable portfolio consists of 10,000+ units located in Chicago, Illinois, and St. Louis, Missouri. Charlton’s experience spans development and both asset and property management. His focus on top-level operations sets the stage for portfolio growth in the affordable housing market.

Charlton has served in several leadership roles at real estate firms like Redstone Urban Properties, LLC; VESTA Corporation and Shore Area Community Development Corporation.

Professionally, Charlton is a member of the Urban Land Institute, the American Planning Association and the University of Illinois Alumni Association. Additionally, he served as the chairman of the Bridgeport, Connecticut, Redevelopment Agency.

Charlton holds a Master of Urban Planning and Policy from the University of Illinois at Chicago and a Bachelor of Arts in Urban Planning from the University of Illinois at Champaign-Urbana. He is a licensed real estate broker in the state of New York.
